Executive Director
Mr. Allen has been employed with the RCSWA since 1998. Bachelor of Science Degree Organizational Leadership, MSU. SWANA Certified Municipal Solid Waste Manager, SWANA Certified Landfill Manager, SWANA Certified Bio-Reactor. 20 plus years experience in landfill design, construction and management, 10 years experience in Geo-Technical engineering.

Travis Kiblinger
Operations Director / Safety Manager
Mr. Kiblinger has been employed with the RCSWA since 2000. Bachelor of Science Degree in Business Administration, Purdue University Global. SWANA certified in Manager of Landfill Operations. Responsibilities include managing all aspects within the Solid Waste Authority’s operational guidelines, planning for the future, site safety, and protecting the environment.

Paula Crutchfield
Office Manager
Employed with RCSWA since 1992. Responsibilities include managing all aspects of the business office, including special waste permitting, accounting and human resources.

Sherrie Hunter
Director of Education and Marketing
Mrs. Hunter’s primary focus is public relations, information, and marketing regarding anti-littering, illegal dumping, clean community awareness and school recycling programs.

Tonya Patton
Educator
Employed with the RCSWA since 2009. Gradutated from Marshall University with a degree in Education. Primary focus is to educate students and adults on current environmental issues and recycling.

Lisa Suggs
Director of Recycling
SWANA Certified Recycling Manager. Employed with RCSWA since 1994. Bachelor of Science in Organizational Leadership and Master of Science in Strategic Leadership.
Responsibilities include managing all aspects of recycling including marketing recycled materials and recycling staff.

John Dunn
Raleigh County Litter Control Officer
Officer Dunn has been employed with the RCSWA since 2012. Mr. Dunn is retired from the U.S. Army Reserve with 21 years of service. Retired from the Raleigh County Sheriff’s Dept. after 23 years of service.

Kevin Hopkins
Raleigh County Litter Control Officer
Officer Hopkins has been employed with the RCSWA since February 2023. Officer Hopkins is a retired Lieutenant with the Raleigh County Sheriff’s Department where he served for 23.5 years. Prior to his employment with the RCSWA, Officer Hopkins was a heavy equipment operator with the Raleigh County Commission for 10 years.

Melissa Prince
Controller
Melissa has been employed with the Raleigh County Solid Waste Authority since July 2022. Melissa has eighteen (18) years of experience ranging from business management, budget management, marketing, mortgage lending, etc. Melissa obtained her Master of Business Administration and Bachelor of Science from Liberty University, Lynchburg, Virginia. She is a native of Raleigh County, West Virginia. While loving her work life, she enjoys her down time with husband, JD and fur baby, Penelope.
