Travis Kiblinger
Executive Director
Mr. Kiblinger has been employed with the RCSWA since 2000. He obtained his Bachelor of Science Degree in Business Administration from Purdue University Global and holds a SWANA certification in Manager of Landfill Operations. The Executive Director provides comprehensive leadership for the Solid Waste Authority, managing the full scope of its operations. With a strong commitment to both operational guidelines, financial integrity, environmental compliance and strategic planning, Mr. Kiblinger is responsible for ensuring the authority remains a leader in environmental stewardship and upholds the highest standards of environmental protection for the community.
William Lilly
Director of Operations and Safety
Mr. Lilly has been employed with RCSWA since October 2024. With 25 years of management experience ranging from business, operations and service management. As Director of Operations and Safety, his commitment lies in the safety and support of our staff and customers, managing all aspects within the Solid Waste Authority’s operational guidelines, planning, site safety and environmental protection. While enjoying his work and time spent helping others, his true passion is his faith and family.
Paula Crutchfield
Office Manager
Employed with RCSWA since 1992, Paula oversees the full scope of business operations to ensure efficient and compliant organizational management. This includes Business Operations, Special Waste Permitting, Grant Administration and Human Resources. Her role is centered on maintaining organizational integrity, supporting staff, and ensuring that RCSWA continues to operate effectively in service to the community.
Tonya Patton
Educator
Employed with RCSWA since 2009, Ms. Patton’s focus is primarily on environmental education regarding our landfill operations, recycling and litter control. She obtained her Bachelors and Masters degrees in Education at Marshall University in 1991. She is responsible for conducting tours at the landfill, as well as going into the schools to educate students about our landfill and how to help take care of our planet. Ms. Patton is also active in the WVSWMB and the Association of WV Solid Waste Authorities.
Lisa Suggs
Director of Recycling
Employed with RCSWA since 1994. Lisa earned her Bachelor of Science in Organizational Leadership and Master of Science in Strategic Leadership and is a SWANA Certified Recycling Manager.
Mrs. Suggs is responsible for managing all aspects of the regional recycling facility operations including marketing & processing recycled materials, recycling staff and quality control.
Melissa Prince
Controller
Melissa has been employed with the Raleigh County Solid Waste Authority since July 2022. Melissa has eighteen (18) years of experience ranging from business management, budget management, marketing, mortgage lending, etc. Melissa obtained her Master of Business Administration and Bachelor of Science from Liberty University, Lynchburg, Virginia. She is a native of Raleigh County, West Virginia. While loving her work life, she enjoys her down time with husband, JD and fur baby, Penelope.
