In July 2004, a cooperative effort between the Raleigh County Commission and the Raleigh County Solid Waste Authority created the Raleigh County Litter Control Program. Raleigh County currently has two full time Litter Control Officers and most recently in 2025, restarted the full time Roadside Litter Cleanup Crew.
Due to the large volume of litter violations and open dump complaints, if your complaint is within the municipal limits of a town or city within Raleigh County, you are requested to contact your local Police Department and or your local Code Enforcement Office.

Raleigh County Litter Control Officer
Officer Hopkins has been employed with the RCSWA since February 2023. Officer Hopkins is a retired Lieutenant with the Raleigh County Sheriff’s Department where he served for 23.5 years. Prior to his employment with the RCSWA, Officer Hopkins was a heavy equipment operator with the Raleigh County Commission for 10 years.

Shane Meadows has worked in Law Enforcement in Raleigh County for over 20 years. He is committed to serving the residents of Raleigh County as the newest Raleigh County Litter Control Officer and doing his part in keeping Raleigh County clean and beautiful.
